The 1st email in my campaign isn't being sent

Hello, I’ve tested a new campaign. The confirmation email is sent/received/confirmed. I even receive notification that I have a new subscriber.

And then what’s SUPPOSED to happen is after 1 minute of “wait,” the welcome email with a PDF is scheduled to go out. I’ve retested and it never is sent.

Is there some setting I have that is preventing it from going out? Any thoughts? I’ve run out of options with my own tinkering for the last hour.
